The article aims to add voice in the direction of policymaking for the development of rural cooperatives in Vietnam. After outlining the stages of co-operative development, the need for coopera- tion and the trend in co-operative development, the paper points out six points that need to be taken into account in policymaking and implementation. And propose four measures to develop cooperatives in rural Vietnam.
