1. A number of problems related to the State management system at the grass root level over the agriculture and rural development in the recent period

    After realizing the establishment of new cooperatives according to the new law, the state management system over agriculture development from the ministerial level down to the province and district level in relations with the relevant units still remains unchanged

    However at the commune level there has so far been no legal organization to serve as a state manager over agriculture and rural development.

    Many localities remain unaware of the nature of new cooperatives, so they still keep an old style of management. This is one of the reasons that limits the agricultural and rural development.

2. Building the State management model at the grass root level  over the agriculture and rural development at present.

2.1. Implementing the inter- ministerial; Circular of the Ministries of Agriculture and Rural Development, and Home Affairs specifying the functions, tasks, rights and organizational structure of the professional units and serving as state management for the commune people’ committees on agriculture and rural development.

2.2. Some outstanding problems of the commune agricultural boards in terms of organization, allowances for officials working for the boards as well as the name and structure of the agriculture boards.

2.3. Suggesting a model of state management of agriculture and rural development at the grass root level./.
